If you want to export to your local drive use Export. Save and Save As save to the cloud and if they’re grayed out the file has been saved to the cloud in it’s latest state. Fusion is cloud base, if you export to your drive you will not get full functionality, you can’t have linked designs, 2d drawings etc..
